Starkey was born, January 13, 1927 in Franklin County a son of the late Orren James and Allie Mills. He was preceded in death by three brothers, Ralph, Elmer and Herman Mills. His love for his Country lead him to enter the U.S. Navy in 1944 and transferred to the U.S. Air Force in 1947. Throughout his 22 year career, he worked mostly with munitions, but the last 6 years were spent as a First Sergeant, proudly touching many lives and making good men into great soldiers. After retiring in 1966, he took up real estate and spent time with his family. In his spare time, he wrote numerous letters to Presidents, Congress, and State Legislatures, in hopes of making a difference. He is survived by and will be greatly missed by his loving and devoted wife of 51 years, Mary E. Mills; his daughter, Reese Mills of Destin, Fla; son, Michael (Linda) Mills, of Saint Cloud, Fla; grandchildren, April (Tim) Chapel, of Crestview, Fla., Brandon Patzig of Destin, Fla., Stacey Mills of Saint Cloud, Fla; his brother, Randolph (Joyce) Mills of Fayetteville, N.C; his sisters, Blanche Foster, Hazel Naff, Nellie (Charles) Bushnell, Ellen (David) Dodson, all of Roanoke; numerous nieces and nephews. The Mills family would like to give a special thanks to the CNA, Chasity Wiseman for her loving care and devotion, and to "Little Fella" Madison Wiseman, for bringing smiles and joy in his final days. They would also like to thank Covenant Hospice of Niceville, Fla. for their assistance and loving care. A funeral service will be held at Oakey's Vinton Chapel, Wednesday, March 10, at 1 p.m. with Rev. Burrell Baker officiating. Interment with full military honors will be in Monte Vista Church of the Brethren Cemetery, Franklin County. A chapel service will be conducted at noon on Tuesday, July 27, 1999 at Oakey's Vinton Chapel with the Rev. Frank Feather officiating. Interment will follow at Fair View Cemetery. The family will receive friends at the funeral home Monday from 2 to 4 and 6 to 8 p.m. on July 26, 1999.3

He had recently made his home at Union City and Martin, Tenn. He was born March 28, 1906 in Montgomery County, Va. He was a retired welder for the Norfolk & Western Railway. He was preceded in death by his wife, Annie Gearheart Rakes, son, Hubert Rakes, an infant daughter, Shelby Rakes, six sisters and five brothers. He is survived by his son and daughter-in-law, Bill and Georgie Rakes of Smith Mountain Lake; his daughters and sons-in-law, Nelda and Willard King, Carolyn and L. D. Adkins, and Linda Battle, all of Union City, Tenn., Joyce Rakes of Roanoke; daughter-in-law, Evelyn Rakes of Salem; grandchildren include Pam Betts, Sandra Allman, Robert King, Jennifer Battle and Cathy Adkins, all of Union City, Tenn., Leigh Ann Adkins Smith of Dyersburg, Tenn., Judy Robertson of Roanoke, Debbie Rakes of Salem, Kathy Rakes of Texas, Terry Schoonover of Smith Mountain Lake and Gary Preston "Butch" Rakes of Powhatan. He is also survived by thirteen great-grandchildren and two great-great-grandchildren. Graveside services will be at Sherwood Memorial Gardens. on January 20, 2001.1
