The retired marketing representative from Johnson Controls Inc. was 61 and lived in Richmond. With the volunteer group, Mr. Toney delivered medical records and X-rays to offices and helped patients -- especially those in wheelchairs -- get from the clinic to the adjoining HealthSouth Medical Center. "He had double bypass surgery in 1981 and was there quite a bit. When his doctor told him he had to retire, he and some others formed" the volunteer organization, said his wife, Phoebe Broaddus Toney. A native of Richmond, Mr. Toney attended Mars Hill College and the University of Richmond. Survivors include his wife; three daughters, Catherine Toney Lacy, of Laurens, S.C., and Juliet Toney Williams and Anne Winston Toney, both of Richmond; a sister, Jo An Pajaczkowski of Richmond; and a brother, William Perdieu Toney Sr. A funeral will be held at 11 a.m. Saturday at Woody Funeral Home, 1771 Parham Road. Burial will follow in Forest Lawn Cemetery. The family suggests memorial contributions to the Tuckahoe Rescue Squad, 1101 Horsepen Road, Richmond Va. 23229. on April 7, 1994.1

She was preceded in death by her husband, Robert Madison Toney Jr; and parents, Temple Winston Broaddus and Anne Florance Broaddus. Survivors include her brother and sister-in-law, Scott and Marianna Broaddus; her three daughters, Anne Winston Toney, Catherine Toney Lacy, Juliet Toney Williams and her husband, Tabb; her five grandchildren, Matthew Lacy and his wife, Lacey Sullivan, Dylan Lacy and his wife, Brooke, Ryan Lacy, Katie Williams and her boyfriend, Joey Johnson, and Madison Williams and her boyfriend, Jimmy Parks; three great-grandchildren, Max, Ayden and Colt, who is due in February; and her three beloved dogs, Toby, Weezie and Dany. Phoebe was Grandma to many, not just her own grandchildren. She was a graduate of Thomas Jefferson High School and attended Madison College. She was a member of Laurel Presbyterian Church. Phoebe devoted many hours of her life to philanthropy, including serving as past president of the Florence Nightingale Circle of Sheltering Arms and the Women's Auxiliary of The Salvation Army, as well as volunteering at the former McGuire Clinic. Some of her favorite pastimes included painting, drawing and eating ice cream. The family would like to thank Hospice of Virginia, especially LaShell Jefferson and Joyce Brookman for their compassion and care throughout her last days. on December 22, 2017.2

Mr. Toney was born March 27, 1934 in Richmond, Virginia, a son of the late Robert Madison Toney and Louise Perdieu Toney-Harwood and the step son of John P. Harwood. Bill was a graduate of Thomas Jefferson High School. He attended the Richmond Professional Institute and banking schools and entered a career in banking. He moved to Southern Pines in 1963 and was with The Citizens Bank and Trust which merged with First Union National Bank in 1973. He was assistant vice president coming shortly after the bank built the office on South West Broad Street and retired in 1993 after 37 years in banking. Bill was active in the community. He served as president of Southern Pines Business Association, East Southern Pines High School PTA and Southern Pines Lions Club; He served as treasurer of Moore County United Way, Moore County Home Builders, and Southern Pines Little League; Chairman of Group 7 North Carolina Banker's Association and Moore County Legislative Council of North Carolina Banker's Association. Mr. Toney was appointed to the Board of Trustees Southern Pines Library. He was a director and received the President's award from the Southern Pines Rotary Club and was a Paul Harris member. Mr. Toney was a trustee of the Campbell House, Inc., an instructor at the Sandhills Community College in American Institute of Banking courses and was a lifetime member of the Southern Pines Elks Lodge. Mr. Toney was honorably discharged from the Reserve of the United States Marine Corps. Mr. Toney was active in his church. He was a deacon in the Westhampton Baptist Church in Richmond, Virginia at the age of 24 and was a deacon, teacher, trustee and treasurer of the First Baptist Church Southern Pines. He was a member of the choir for years. He had a magnificent love for his wife Eva and their three children and five grandchildren. He always enjoyed the beauty of flowers and music and spent many hours with these loves. Survivors include his devoted wife Eva Yeatts Toney, son William P. Toney, Jr. and wife Nancy M. Toney of Concord, NC, daughter Linda T. Breeding and husband Cochel Wayne Breeding of Whispering Pines and daughter Jacqueline T. McKibben of Southern Pines. Five grandchildren Preston P. Toney of Charlotte, NC, Christine Cole and Scott Cole of Whispering Pines, NC, Amanda McKibben and Evann McKibben of Greenwood, SC. Sister JoAn Pajaczkowski and husband Frank J. She also had five nieces and one nephew. The family will receive friends at the Parham Chapel-Woody Funeral Home, from 6 to 8 p.m. Sunday (today), and funeral will be held 12 noon on Monday, June 15, 2015, a reception to follow.
