Survivors include a daughter, Brenda Smith and husband Derick of Martinsburg; four sons, Kenneth Roy Neff of Lewisburg, Frankie Neff and wife Jesse of Frankford, Bryan Neff of Wheeling and Michael Neff of Philippi; two stepsons, Tommy and Dougie; three sisters, Louvella "Toots" Brackenridge and husband Paul of Leslie, Alma Tobey of Michigan and Lucy Williams of Sutton; 10 grandchildren whom he loved very much; a special nephew, Jesse Keyser of Ohio; his ex-wife, Mildred Neff of Lewisburg; several nieces and nephews; and a host of friends. Roy, you will be missed very much by all who knew you. Service will be at 2 p.m. Monday, Aug. 4, at Wallace and Wallace Chapel, Rainelle, with Pastor Bennie Kenney officiating.
