He is survived by his wife Lila, two daughters Malisa (Rod) Throckmorton of Albia, Jody (Larry Robertson) Prell of Sigourney. A passerby on his way to work reported the blaze at 591 Pine Valley Drive at about 5:15 a.m., Howell said. When firefighters arrived, the single-wide mobile home was engulfed in flames, he added. Firefighters discovered the man's body in the living room of the home, Howell said. The body was taken to the Medical Examiner's Office in Roanoke for identification. The home was the residence of Larry Stump, Howell confirmed. Bassett Funeral Service issued an obituary notice for Stump, 61, Monday morning. Howell said he cannot confirm the identity of the victim until he hears from the Medical Examiner's Office. The cause of the fire is under investigation, but it appears accidental, Howell said. He added that an accelerant dog - a Labrador retriever that is trained to identify 25 chemicals that can be used to increase the intensity of a fire - was brought to the scene, and it did not detect any accelerants. "Anytime we have a fatal fire, that's our normal operating procedure, just to make sure" nothing suspicious was involved, Howell said. In this case, the dog "didn't find anything, and we didn't expect him to." The mobile home was destroyed in the blaze, he added. In addition to Henry County Public Safety, the Bassett and Collinsville volunteer fire departments responded to the blaze, Howell said. on May 31, 2011.⁵

He was a native of Parkersburg and a member of Trinity Episcopal Church where he served on the vestry. He was a graduate of West Virginia University and an Army veteran of World War II. He was owner and president of Oesterle Auto Glass and Paint. He was a member of Mount Olivet Masonic Lodge Scottish Rite Bodies, Nemesis Shrine, past director of Parkersburg Court 156 Royal Order of Jesters, BPOE 198, Parkersburg Chapter of Bass Masters, Ducks Unlimited, and Quail Unlimited. Surviving: wife, Amalie Petty Oesterle; sons, Richard C. Jr. of Slate, E. John II, of Parkersburg; sister, Mrs. James A. Bibbly Jr. of Charleston; two grandchildren. Service will be 11 a.m. Wednesday at Leavitt Funeral Home, Parkersburg, with the Rev. Andrew Gerns officiating. Burial with Masonic graveside rites will be in Mount Olivet Cemetery. on November 9, 1992.⁴
