Samuel Paul Carter Jr. Samuel Paul Carter, Jr., July 28, 1941 - June 29, 2023. Colonel Samuel Paul Carter, Jr, of Orange Park has passed away peacefully after a hard-fought battle with complications from severe lung and heart conditions. He was 81 years old. Samuel was born in Nellis, WV on July 28, 1941, to Samuel Paul Carter and Ada Mae Holmes, both deceased. Samuel is the oldest of 5 children, and is survived in death by 3 siblings, Randy Carter, Roger Carter and Sharon Carter. In his immediate family, Samuel was predeceased by his beloved wife of 47 years, Mary Katherine Carter, and his first son, Samuel Paul Carter III. He is survived by his second son, Christopher. Samuel graduated from Marshfork High School in Montcoal, WV, in the spring of 1959. After graduating high school, Samuel attended West Virginia University, where he received his bachelor's in business administration. After graduating from WVU and entering into the United States Air Force, Samuel was accepted into pilot training in 1963. From there, Samuel and Mary traveled all over the US and the world through different deployments with the Air Force, including three years in Bitburg, Germany in the late 1960's. During this time, Samuel served two tours in Vietnam as a combat pilot in the F-4 Phantom, in 1966 and 1972.
