He started as a dispatcher and worked his way up to a purchasing agent. He met Wanda B. Matthews at the Fraternal Order of the Eagles (F.O.E) in 1983. They were married August 27, 1984 in Virginia Beach, VA. He retired from Public Utilities on July 1, 1996 and moved to Rockaway Beach, MO the same year. Scotty was a very energetic individual. He was a member of the F.O.E for many years and served as the Kansas State President for Area 87. He was also a member of the American Legion and was very big in hunting and fishing. He especially enjoyed hunting pheasants. He was an avid golfer and bowler. He enjoyed crossword puzzles and cheered for the KC Chiefs and Jayhawkers. He was as member of the Bridge of Faith Baptist Church of Rockaway Beach. He had a mischievous streak and was slightly ornery at times, but was well liked by all. He enjoyed delighting his friends with tall tales. He was very patriotic and demonstrated his strong faith by being devoted to his community, church and family. He is survived by his wife, Wanda Scott of Rockaway Beach; six sons, George Scott and wife, Jerri of Oakgrove, MO, Doug Scott of Williamsburg, VA, Don Scott of Jacksonville, NC, Dennis Scott of Oakgrove, MO, Rick Haynes and wife, Patti of Rockaway Beach, Hugh Haynes and wife, Leah of Kansas City, KS; three daughters, Kathy Longmire and husband, Gary of Virginia Beach, VA, Mellissa Scott of Rockaway Beach, Sheila Carley of Forsyth; ten grandchildren and fourteen great-grandchildren. Walter was born Feb. 6, 1921, in Olney, Okla. He came to California when he was 2 years old. He grew up in the Los Angeles area, graduating from Montebello High School. Walter served in World War II in the U.S. Navy as a radioman first class. He married Ophelia Love in 1946. They settled in the Los Angeles area where their four children were born. Walter was involved in the construction trade for a while, then settled in his lifelong career of two-way radio communications. In 1960 he moved the family to Santa Maria, where he opened his own business, Pacific Communications, which he owned until his retirement in 1990. Walter is survived by his wife, Vera; four children, Brian Cisco of Orangeburg, S.C., Margaret Peterson of San Luis Obispo, Linda Cisco of Seattle, Wash., and David Cisco of Showlow, Ariz; three grandchildren; and one great-grandchild. Walter was preceded in death by his wife of 48 years, Ophelia, in 1994; his brother, Herman; and sister, Mildred. on November 6, 2004.⁶
