Phillips, 65, a former civil engineer at the Ohio Air National Guard, died Friday of leukemia in Medical College Hospital. Born in West Virginia, he grew up in Massillon, O., and entered the army, serving in the 1st Cavalry Division during the Korean War. While assigned to a post in Japan, he met and married Midoria Kojima. They returned to Ohio, where Mr. Phillips joined the Ohio Air National Guard, working at the former Clinton County Air Force Base in southwest Ohio. He moved to Port Clinton in 1972, when he was transferred to Camp Perry. There he operated heavy equipment for rescue and emergency operations. ''He kind of always enjoyed telling jokes and things,'' said his daughter, Dawna Hunt, of Woodville. ''He played Santa Claus at the base for Christmas parties and at the homes of friends. He was also a clown at the base for parties. He had a couple of buddies he did that with.'' He retired in 1986 after 30 years of military service, but took up other work for the J&K Cleaning Service and Continental Security. Also surviving are his son, Robert, Jr; daughters, Catherine Verhoff, Roberta Glingle, and Midori Erickson; stepson, Benjamin McCall, and sisters, Willie Brown, Martha Witherspoon, Barbara Hoffner, Carol Wolgamott, and Beverly Denholm. on November 17, 1996.5
