He was a retired accounting manager for the Norfolk & Western Railroad. He served as a Lieutenant in the Virginia Militia during World War II and was a member of the Knights of Pythias Osceola Lodge. He was a good person and will be lovingly missed by his family. Surviving are his wife, Leona Bradley Scruggs; one daughter, Sandra Scruggs Teigland and son-in-law, Lowell Teigland, Roanoke; also surviving is one granddaughter, Catharine Nye Scruggs, Colorado Springs, Colo. A private burial will be held at Evergreen Cemetery. In lieu of flowers, memorials may be made to the American Cancer Society, P.O. Box 554, Roanoke, VA 24003. on August 10, 1994.²

Scruggs, (Bill) 79, died quietly in his home in Arlington on February 14, 2015. His wife, Connie and sister-in-law Janice Witul were with him and it was peaceful. Bill was Born April 29, 1935 in Salem, Virginia and grew up there. He graduated from Fork Union Military Academy and then joined the Army. After he was discharged, he enrolled at Virginia Polytechnic Institute (Virginia Tech) and was graduated in the Class of 1960 with a degree in Civil Engineering. Bill started his career with Arlington County in 1960 and went on to become Arlington's Chief Traffic Engineer until his retirement in 1992. While working in Traffic Engineering he was instrumental implementing residential permit parking. Bill and Connie enjoyed traveling and were lucky to have visited all 50 states and 6 continents. Bill was an avid HOKIE and attended every football game possible and they went to many bowl games. Bill and Connie have also set up scholarships for students at Wakefield, Washington-Lee and Yorktown High School for those entering VATECH and enrolling in the College of Engineering. There are 2 scholarships for each school. on February 23, 2015.⁵

     Raymond Eugene Withrow married Evila Marie Gonzales.^5,2 Raymond Eugene Withrow was born on April 13, 1932 at Flushing, Belmont Co., Ohio.² He died on June 6, 2016 at Pueblo, Pueblo Co., Colorado, at age 84.⁶ He Raymond Withrow, 84, passed away Monday, June 6, 2016. Survived by his wife, Evila Withrow; children, Michael Withrow, Eugina Parker and Aaron Withrow; son-in-law, Todd Parker; seven grandchildren, nine great-grandchildren, and one great-great- grandchild. on June 15, 2016.⁶

Surviving in addition to his mother are his wife, the former Edna Withrow, whom he married in 1941; a son and four daughters, Byron of Webster, Ky., Paulette of the home, Jacqueline DeLork of Monticello, N.Y., Mrs. James (Deborah) Wilds of Dover and Mrs. Paul (Kathleen) Jones of Belmont; two brothers and four sisters, Joseph of Dayton, Mrs. Blaine (Florence) Riggle of RD 4, Kenneth and Mrs. Marie Cassady, all of New Philadelphia, Mrs. Laura Liggett of Fellsmore, Fla., and Mrs. Robert (Donna) Zay of Uhrichsville; and six grandchildren. A son, three brothers and a sister are deceased. Burial will be in New Cumberland Cemetery. on February 28, 1980.³ He died on February 28, 1980 at Dover, Tuscarawas Co., Ohio, at age 62.^11,1,3,10
