His age was 56 years. Death was attributed to a heart attack. Mr. Whitehill arrived at the city building this morning apparently in his usual health. When stricken he died immediately. He was taken to the hospital in an ambulance but was dead upon arrival there. Word of his death spread quickly throughout the city and his many friends and acquaintances, in addition to those with whom he worked, expressed profound shock. Mr. Whitehill had ben treasurer for the city since 1932. He instituted since then a number of innovations in the treasurer's office that magnified the efficiency of that department as a result of which it became widely recognized as one of the most capably managed in any municipal in the state. He also served as collector of taxes for the Oil City school district and for the county of Venango. Mayor W. A. Morck said today that Mr. Whitehill "was one of the most capable and conscientious public servants the city has ever had" and his words were echoed by other municipal officials. On November 11, 1894 he was born at Scotch Hill, in Clarion county, a son of the late James and Catherine Dolby Whitehill. He was educated at the Clarion State Teachers' college. He was employed for a time at Ostrander, Wash., and also taught in public school there. Several years later he returned to Clarion county where he resumed school teaching work. He served with the army on the Mexican border and during World War I he had an outstanding record with the 112th infantry regiment, being elevated to the rank of captain. Upon his return to Oil City after World War I he conducted a taxi business with his brother. In 1933 he was first elected city treasurer and had been reelected each succeeding term since. On June 17, 1920, he was married to Miss Mae Mahle. Mr. Whitehill was a member of Grace Methodist church and was a trustee and member of a number of important committees of the church. He was a past president of the local Kiwanis club, a member of the James M. Henderson post of American Legion and Francis E. Pritchard post of Veterans of Foreign Wars. The deceased was also a member of the South Side Businessman's association, the oil City Chamber of Commerce, the Y.M.C.A. and the Bucktal's.
