Neal was born to Cecil and Hazel Luckado Sr. of Roanoke, Va., on August 24, 1949. He graduated second in his class from Cave Spring High School and earned a full scholarship to Virginia tech in Blacksburg. He graduated with a bachelor's degree in Industrial Engineering and a master's degree in Administration. Neal was employed as an Industrial Engineer for Naval Facilities Engineering Command in Norfolk, Va., until his retirement. He is survived by his loving wife of 43 years, Donna Cox Luckado; his children, Aaron (Megan), Jessica Caveny (Kenneth), Nathan (Tabitha), and Valerie; eight grandchildren; three sisters, Kala Heald (Mickey) of Florida, Neysa Luckado and Deena L. Griffith, both of Roanoke; first cousin and friend, Carla Lendrum; and many nieces and nephews. Neal was preceded in death by his beloved parents; his grandmother, Nettie Flint, whom he loved dearly; his brother, Cecil L. Luckado Jr; sister, Tressa L. Edwards; a nephew, David Jones Jr; and a niece, Jacqueline "Jackie" Jones Fitzhugh, who was born on his birthday. Neal's body was donated to a research foundation to help find a cure for Parkinson's Disease. "Neal, you will be missed by all! We are so happy you are no longer suffering and are in Heaven with Jesus. Until we meet again." on February 6, 2022.⁴

She was born July 3, 1929, to the late Lloyd Thomas Kellam, Jr. and Pearl Ruth Daniel Kellam in Glen Rogers, W. Va. Ruth was a faithful member of the Abingdon United Methodist Church where she served as President of the former Suzanna Wesley Circle, served as Memorial Corresponding Secretary at the church from 1992-2017, and served as Woman of the Month as a member of the Lake Perry Wesley Circle of the United Methodist Women. She is survived by her husband of 69 years, Valentine “V.T.” Carr; son, Daniel Lloyd Carr and wife, Gladys, of Nashville, Tenn; daughter, Vickie Carr Dean and husband, David, of Sierra Vista, Ariz; two sisters, Reba Joy Farley of Ashburn, Va. and Patricia Ann Kellam of Fuquay-Varina, N.C; two grandchildren, Christopher Carr and Phillip Carr; and four great grandchildren, Connor, Cooper, Maxwell, and Henry Carr.
