Joseph Armand Burgun Joseph Armand Burgun passed away peacefully on November 18, 2015. He was born on November 19, 1925 in Oil City, PA. and passed away one day prior to his ninetieth birthday. During WWII, Armand volunteered for the U.S. Coast Guard while still in high school and served on the destroyer escort USS Leopold. He was one of 28 survivors who escaped death when the Leopold was torpedoed by a German submarine -- one of the worst sea tragedies of the war. He served as Lieutenant Commander from 1942-1944 and was decorated with the Purple Heart. Upon honorable discharge, he served more than 25 years in the Coast Guard Reserve. Armand received a bachelor degree in architecture from Columbia University (1950). For the next 35 years, he designed and built hospitals and medical facilities all over the world, including the Baghdad Medical City and University. During this time, he served as chairman of the board and president of Rogers, Burgun, Shahine & Deschler, architects, New York City. Armand was the first president and first chairman of the Facility Guidelines Institute when it was moved from the federal government to the private sector. For 30 years, he lobbied and fought to change the regulations from multi-bed patient rooms to single-bed rooms. In 2006, the changes were finally adopted and became the minimum standard throughout the United States and 44 other nations. His passion for how healthcare facilities were planned, designed and constructed, focused on the needs of the patients, establishing the benchmark in the industry that continues to this day. Armand was an architectural consultant of the Hospital Council Greater New York and the United States Public Health Service. He served on the President's Committee on Mental Retardation, New York State Building Code Council, and was a trustee to the New York School for Deaf. His memberships included the American Institute of Architects, New York Society Architects, New York State Association of Architects, American Hospital Association, National Fire Protection Association (director, board-chairman), International Hospital Federation, American Association of Hospital Planning (president), New York Building Congress, Reserve Officers Association Clubs, Winged Foot Country Club, Union League, and Kiwanis. Preceding him in death were his father and mother, Paul and Wilda Burgun; wife, Muriel Ann DePowel Burgun; son, Douglas Armand Burgun; daughter, Nancy Sue Burgun; and brothers, Richard Burgun and Robert Burgun. He is survived by his son, Bruce Eric Burgun (Katherine Fagan Burgun); grandchildren, Keith Douglas Burgun and Ashlie Suzanne Burgun; and niece, Donna Keeley Thore (Thomas Andrew Thore, Jr.) A "Celebration of Life" and military interment were held on December 4, 2015, in Chapel Hill, NC.4 He was buried at Chapel Hill Memorial Cemetery, Chapel Hill, Orange Co., North Carolina.6 He was born on November 19, 1925 at Oil City, Venango Co., Pennsylvania.4 He married Muriel Ann DePowel circa 1946.4,5 Joseph Armand Burgun died on November 18, 2015 at North Carolina at age 89.4
