Richard Poff, a former U.S. representative and state Supreme Court justice who once turned down a chance to sit on the nation's highest court, died Tuesday, the governor's office announced. He was 87.

Poff, for whom Roanoke's federal office building is named, had a political career that kept him in the House of Representatives for 20 years. It began in 1952, when the Radford lawyer astonished Virginia politicians by winning the 6th District seat in Congress when he was in his late 20s.

The seat had been held by Democrats since Reconstruction, but Poff's victory began years of Republican dominance in the district interrupted only by Democrat Jim Olin's decade in Congress from 1983 to 1993. Poff was one of three Republican congressmen Virginians elected in 1952. Previously, the state delegation had been all Democrats. Their election inaugurated the Republicans' slow but steady rise to power in the state.

In the fall of 1971, Poff, still in the House, confounded state and national politicians by telling President Richard Nixon that he didn't want to be nominated for a seat on the U.S. Supreme Court. Politicians speculated for years about reasons for Poff's astonishing refusal of something he seemed to want so much.

Poff was born in Radford, the son of a railroad man, and grew up in Christiansburg. He attended Roanoke College in 1942 and 1943 before going into the Army Air Corps. He earned the Distinguished Flying Cross for flying 35 missions as a bomber pilot with the 8th Air Force in Europe. He received his law degree from the University of Virginia.

"Justice Poff served his Commonwealth and country through times of both war and peace," Gov. Bob McDonnell said in a statement. "Our thoughts and prayers are with his family."

Poff is the fourth former state supreme court justice to die this year. William Carrington Thompson, 95, Roscoe Bolar Stephenson, 89, and Leroy Rountree Hassell, 55, all died in 2011.

Poff began his political career as a lawyer -- with a country accent and a hearty, knuckle-bruising handshake -- who often appeared in newspaper offices on election nights, sometimes wearing hunter's clothes.

He was one of the first congressmen to send "Dear Folks" newsletters to the voters back home and he traveled the big district regularly. A former opponent once said Poff was so popular that "I felt at the time it was like running against God."

Poff's proposed U.S. Supreme Court nomination drew heavy opposition from liberal groups after he signed the "Southern Manifesto" in 1956 that insisted states could resist federal power and not integrate their schools, said former Gov. Linwood Holton, who was chairman of Roanoke's Republican committee when Poff won his first congressional race.

Poff later said he knew the document had no value: "I can only say now that segregation is wrong today. It was wrong yesterday. It was never right."

In turning down the president, Poff said he didn't want to subject his family or the nation to a bitter confirmation fight.

In the summer of 1972, he was appointed to the Virginia Supreme Court by Gov. Holton.

A former Roanoke lawyer, Holton had been elected the state's first Republican governor in modern times in 1969, and Poff's appointment made him the first Republican member of the state Supreme Court in the 20th century.

"Several years later, thinking about the fact that he had been so paranoid and nervous about adverse publicity, he looked at me straight in the eye and said, 'Linwood, you saved my life when you put me on that court,' " Holton said.

In the fall of 1972, Caldwell Butler was elected to succeed Poff in Congress, and Poff went on to call his time on the state Supreme Court "some of the most inspirational years of my life."

Poff said he never regretted that he stepped away from a lifelong ambition of serving on the U.S. Supreme Court. "No, not at all," he once said. "On the contrary, I look upon it as a gift of God" that he was able to serve on the state's highest court. He retired from the court in 1988.

Poff's attention to constituent service kept him in office for nearly two decades, Holton said Tuesday.

"He was a hard worker, a dedicated public servant, wonderful constituent service," Holton said.

Butler said he remembers Poff for his low-key demeanor.

"He didn't showboat at all," Butler said Tuesday evening. "He did his job well and he was conscientious about it." on June 29, 2011.12 He Richard H. Poff, died June 27, 2011, in Tullahoma, Tenn. Born October 19, 1923, in Radford, Mr. Poff grew up in Christiansburg, attended Roanoke College, and graduated from the University of Virginia School of Law. Serving as a B-24 bomber pilot during World War II, Mr. Poff completed 35 combat missions over Europe and was awarded the Distinguished Flying Cross for Valor, the Air Medal with four oak leaf clusters, and the European Campaign ribbon with three battle stars. In 1952, Mr. Poff was elected to the U.S. House of Representatives, where he served the Sixth Congressional District of Virginia for ten consecutive terms. A noted Constitutional scholar, Mr. Poff was instrumental in drafting both the Twenty-fifth Amendment to the U.S. Constitution relating to succession to the Presidency in cases of death, disability, or removal and the Racketeer Influenced and Corrupt Organizations (RICO) Act. In 1972, Mr. Poff was appointed to the Supreme Court of Virginia, where he served as an Associate Justice until his retirement and appointment as a Senior Justice in 1989. Mr. Poff was preceded in death by his spouses, JoAnn Topper Poff and Jean Murphy Poff. Mr. Poff is survived by a daughter, Rebecca Marshall, of Woodbridge, Va; a son, Thomas Poff, of Huntington, W.Va; a son and his spouse, Richard and Lynn Poff, of Tullahoma, Tenn; four grandchildren, Stephen Marshall, of Midlothian, Va., Stephanie Ryan, of Chantilly, Va. and Ryan and Austin Poff, of Tullahoma, Tenn; and four great-grandchildren. The family will receive friends at Woody Funeral Home, 1020 Huguenot Road, Midlothian, VA from 2 to 4 p.m. on Wednesday, July 6, followed by a memorial service at 4 p.m. Interment will take place at 1 p.m. on Thursday, July 7, at Sunset Cemetery, North Franklin Street, Christiansburg, Va. In lieu of flowers, the family requests memorial contributions be made to the Alzheimer's Association. on July 3, 2011.8

Poff Jr. She was born, oldest of 10 children of Guy Howard Akers and Edna L. Akers, on December 12, 1921, in Floyd County, Va. Raised on a Virginia farm during the recession, she remembered wearing dresses made of cornmeal sacks to school. Yet, those that loved her in the last years of Westminster Woods remember her as "always a lady" with her beautiful white hair and pearls. As a World War II widow of Homer Thompson, she worked in a factory in Radford, Va. helping her sister, Lynn, through nursing school. She then married Beecher, after he returned from his service in the U.S. Army. She devoted her life to being the ultimate homemaker, loving wife, mother, and grandmother. She loved and was loved by her family, daughter, Sandy Maida and son-in-law, Dr. Jerry W. Maida; grandchildren, Andrea Maida Porter (Jason) with four great-grandchildren, Ella, Jake, Zach and Alexa; Tami McClelland Shepler (Jason) with three great-grandsons, Aiden, Caleb, and Landon; Ryan McClelland (Kat) with two great-granddaughters, Zoe and Kinsey; Ashley Maida Hecht (Ben), and Jerry T. Maida. She is survived by three sisters, Ann Vaughn, Doretta Shorter, and Peggy Reed; and two brothers, Don Akers and Shirl Akers; and many extended family members. She was predeceased by her other siblings, Lynn Hughes, Bill Akers, Richard Akers, and Ray Akers. She also leaves behind very close family friend, Luann Kramer; beloved friend, Garna Williams of Virginia; and her very special devoted caretakers, Kim Fowler, Carol, and Margaret. A funeral service was held 11 a.m. Saturday, October 12, 2013, at the chapel of Williams-Thomas Funeral Home Downtown, where Dr. Don McGarity officiated. She was laid to rest in Memorial Park Central on 39th Ave. on October 24, 2013.4

Mrs. Poff, 52, formerly of Christiansburg, had been in critical condition in the hospital's intensive care unit since she was admitted Friday after suffering a stroke, a hospital spokesman said. Justice Poff was released last Wednesday from Chippenham Hospital in nearby Chesterfield County, where he had been hospitalized after a heart attack about two weeks ago. During the nearly 20 years her husband served in Congress from Virginia's 6th District, Mrs. Poff stayed out of the political limelight and raised her three children. During the justice's congressional tenure, Mrs. Poff maintained homes in Northern Virginia and Montgomery County. The family now lives in Midlothian. She and Poff were high school sweethearts who met during a school play. They were married after she graduated from Radford College. Mrs. Poff is survived by her husband; a daughter, Rebecca Marshall, Springfield; two sons, Thomas R. and Richard H. Poff, both of Midlothian, and two grandchildren.
