She was predeceased by her son, Steven Henry Bailey; parents, Evelyn and Herbert Westmoreland; and her sister, Peggy Hicks. He was a US Navy Seabee during the Vietnam War and was a retired brick mason. Mrs. Frame was a member of Broaddus Memorial Baptist Church. She was a very devoted wife, mother and grandmother who found joy in arts and crafts and devoted her life to making her home as loving as she was.
