She was active with the Central Appalachian Empowerment Zone and was an advocate for the Black Lung Association. She was involved in many charitable contributions and works for the betterment of the community. She was preceded in death by her husband, Howard Lilly, Jr. on May 28, 2010; a daughter, Twyla Lilly Brown; three brothers, Johnny, Freddie and Frankie Elmore; one sister, Norma Statzer. She is survived by one daughter, Phyllis Elmore Putnam of Mount Hope; one son, John H.
