He was born July 12, 1939 in Ashland, KY. A son of the late James and Edith Howard Pennington. He was a member of the Westwood Church of God, a Kentucky Colonel and a lifetime member of the disabled veterans. He spent more than 30 years in the Telecom Industry. He was the former president of Mid Eastern COE Instillation Inc. He was also the founding partner and president of Telephony Technology International, a local training center that provided job training for hundreds of area men and women. Ballard was a US Navy veteran, serving in the Korean Conflict era, which is where he became disabled, and also serving a short time during the Vietnam era. During his time in the military, he served aboard the USS Compton and the USS Shenandoah. His wife, Mary J. Loving Pennington of Ashland survives him. Two sons, James Will McGinnis of Harrodsburg, KY and Steven Ballard Pennington of Ashland; one brother, Thomas D. Pennington of Wurtland, KY; two sisters, Helen M. Cartwright and JoRita Bandy both of Ashland. He is survived by five grandchildren and one great grandchild. There will be a graveside service conducted at 1 pm Sun., at the Rose Hill Burial Park in Ashland, by the Pastor Chris Keeton and Pastor Bob Queen. The Ironton VFW # 8300 will conduct military services. Burial will follow at Rose Hill Burial Park. on February 19, 2005.2

She was born in McRoberts, Ky., on October 23, 1935, to the late Oliver Wendell and Lake Erie Blair Shockey. In addition to her parents she is preceded in death by her loving husband of 53 years, Dr. William Lovin; brothers William Raymond Shockey and Oliver Wendell Shockey, Jr; sisters Mattie Louise Shockey Points and Doris Jean Shockey Elliott; and her grandson Adam Lovin. Betty was a loving and devoted wife, mother, grandmother, friend and homemaker. She brought love and joy to every life she touched. She is survived by her three children, William Scott Lovin, Stacy Leigh Lovin Stevens, and Jeffrey Stuart Lovin; grandchildren, Michael Lovin, Kayla Stevens (Mason Eastham), Douglas Kevin Stevens II (Drew Acree) Elijah and Caleb Lovin; great-grandchildren Ronin and Axel Lovin; and her sister Margaret Ann (John Mason) Sturgill. She will also be missed by many nieces, nephews, neighbors and friends. The family appreciates all of your thoughts and prayers. Funeral services will be held on Tuesday, January 7, at 11 a.m. at Steen Funeral Home-13th Street Chapel and will be officiated by Chaplain Jimm Smedley. Burial will follow in Ashland Cemetery. on January 3, 2020.2
