Billie was born on September 29, 1921 in Jasper County, Illinois to the late Rolla A. and Eunice G. Romack. She was a graduate of Newton High School in Illinois and earned her Baccalaureate Degree from Eastern Illinois University in 1941. After her college graduation, Billie began her career as an educator, teaching high school children barely younger than she. Billie married her college sweetheart, Raymond K. Harms, on February 7th, 1942. At that time, Ray had already joined the U.S. Army Air Corps and after his service in World War II, she accompanied him throughout his career to numerous locations abroad and in the U.S. including Germany, Morocco, Hawaii, Illinois and Ohio, finally settling in Texas. Billie spent 25 years as a teacher and librarian in the Northside Independent School District here in San Antonio. She began enjoying her retirement in 1987. Billie was preceded in death by her husband Raymond and her sister, Helen Koenemann. She is survived by a brother, Rex A. Romack; sister, Carolee A. Romack, as well as four loving children; three daughters, Terry R. Smith, Lynn H. Spencer, and JoAnn Christian (William), and son, Steven R. Harms. Other survivors include grandchildren, Kristen L. Gadd, William Spencer IV, Tracy E. Smith, Cynthia L. Crawford, Shelley R. Vega, Adam W. Christian, and great-granddaughter, Alexandra Gadd. A Graveside service will be held on Tuesday, August 2 at Fort Sam Houston National Cemetery at 10:00 a.m. In lieu of flowers, the family requests that memorials be made to the Alzheimer's Research Foundation. on July 31, 2005.5

Some of greatest accomplishments include being a doting grandpa and planting over 20,000 trees after his retirement. He also enjoyed helping his children with the Mendenhall Racing Team. Kenneth is survived by children, Teri (John) Heath of Toledo and John (Charity) Mendenhall of Toledo; grandchildren, Shaun "Pedro", Owen "Twinky", Kayden "Babe", Lilly "Johnny" Layla "Possum" and Blain "Casey" sister, Avice Woodard of Hidalgo. Kenneth was preceded in death by his parents, and brother-in-law Lance Woodard. on November 13, 2015.2
